The government on Friday issued a strongly worded ultimatum to defaulting casinos, mini-casinos and hotel operators to clear outstanding payments totaling more than 1.57 billion rupees within 35 days or face court.

The Kumari Chowk office, which audits government accounts under the auditor general’s office, published the names of the debtors and their ancestors going back two generations in its notice issued on Friday.
The office said it acted after those casinos failed to pay the fees despite repeated reminders.
“If they fail to make payment, the government will confiscate their properties and auction them to recover the arrears,” the notice said.
According to the notice, Rakesh Wadhwa, the fugitive owner of the Nepal Recreation Centre, owes the largest sum of Rs 736 million. The company owns about 3.5 ropins of land and a house in Kalimati.

In June 2011, the government revoked the recreation center’s license to operate in Nepal after it failed to pay taxes and royalties owed to the government.
Piyush Bahadur Amatiya, chairman of The Fulbari Resort & Spa, which formerly housed Casino Fulbari, has outstanding payments of R339.31 million. Radhe Shyam Saraf, chairman of Hotel Yak and Yeti, which houses Casino Royale, owes R163.35 million to the government.
The now defunct Casino Anna, operated by Tapta Bahadur Bista under Annapurna International, owes a total of Rs160.83 million to the government.

A notice has been issued in the name of Dinesh Bahadur Bista, executive chairman of Hotel Soaltee, who owes Rs 84.37 million, Surendra Bahadur Singh, operator of a mini-casino called Happy Hour, who owes Rs 75.36 million; and RD Tuttle, who opened Nepal’s first modern casino, Casino Nepal under the Nepal Recreation Centre, owes Rs 18.40 million.
“We have not published the fees payable by Casino Everest, which is housed in Hotel Everest, due to a pending court case,” Kumari Chowk office chief Jeevan Prakash Mahotra said.
“There are other casinos that have not paid royalties and taxes to the government, but we have not published their names because the tourism department has not sent us the details.”
The department said the Radisson Hotel and eight mini-casinos located outside the Kathmandu Valley owe the government millions in annual royalties.

According to the notice, four mini-casinos located at Hotel Sweet Dream in Mahendranagar, Hotel Lacoul in Bhairahawa, Hotel Sneha in Nepalgunj and Hotel Dhaka in Kakarbita were doing business without paying annual remuneration.
Four other mini casinos under Rock International are housed in Hotel Sathai in Dhangadhi, Hotel Nans in Bhairahawa, Hotel Suraj in Birgunj and Riya’z Hotel in Kakarbitta.

Dandu Raj Ghimire, director general of the department, said there are some other casinos besides those mentioned by the Kumari Chowk office that have not paid their dues and taxes. “We are studying the details,” he said, adding that a committee has been set up to determine the amount of arrears owed to the government.
