To Have Or Not To Have Casinos: Existential Dilemma Facing Goa And Goans

“BJP believes in ‘Akhand Bharat’ and the principle of ‘one country, one law’. If so, how can the Chief Minister ban Goans from casinos and allow our brothers from the rest of India to gamble in them? Does he care about the welfare of Indians generally.

“If Sawant thinks casinos are poison for Goans, how can they be honey for those from the rest of India?” D’Mello said.

Last week, Sawant had told the state legislature that entry of resident Goans would be banned in onshore and offshore casinos in the state.

“Spas are mainly for tourists. We will soon decide a date from when Goans will be banned from entering both domestic and offshore casinos,” Sawant said.

In recent years, the coastal state has emerged as a leading destination for casino tourism and the gradual growth of the casino industry in Goa has coincided with the increase in the number of tourists.

D’Mello said that instead of allowing tourists to lose money in casinos in Goa, the industry should be banned immediately.

“If casinos are harmful to Goans… they are also harmful to non-Goans. The industry itself should be shut down,” he said.

Currently, six offshore and nine onshore casinos operate from Goa. While casinos were largely allowed and licensed by the previous Congress-led coalition government, the Bharatiya Janata Party (BJP) is now accused by the opposition of backtracking on its promise to ban the casino industry. In many ways, Goan’s form and culture differs from the rest of India, making it a preferred retreat for recreation and new experiences. Many of our onshore and offshore casinos are just evidence of this very powerful cultural divide. Here is some food for thought based on the past, present and future of gambling in Goa and its many controversies over the years…

Across our country, only in two states of Goa and Sikkim and a union territory of Daman is gambling actually legal. Goa is indeed a forerunner in this regard. With a total of 15 casinos, including 5 offshore casinos, or as they are called “floating casinos” – a specialty only from Goa.

Here Are 6 Casinos In Goa Where You Can Either Get Richer Or Wiser

Well, in most parts of India, gambling is considered a taboo, a vice, which leads wise people down paths of shame and misfortune. That is why it is excessively regulated and outright banned. In India, states are given great freedom to legislate on this subject and that is where the maze of laws, loopholes and puns come into play!

In one of the three places that assume some casino and gambling, games like roulette, poker, rummy and slots have to be packed in and offer an interesting twist! To get around laws prohibiting betting, these games are legally defined as games of skill, rather than games of chance!

This means that in Goa these games are introduced on the premise that players need skill, knowledge, a lot of experience and a sharp mind to win in the gambling cities! It is because of a clever play on words that gambling in Goa today thrives in a legislative gray area and is neither fully legal nor illegal.

In early 1992, the government first started allowing 5-star hotels in the state to operate slot machines on their premises. This began to flourish to the point where fully equipped gaming venues and floating casinos are now a solid business. All these years since the Goa, Daman and Diu Public Gambling Act, 1976, which initially allowed such establishments in the state, gambling now forms a major attraction for tourists as well as a source of income for Goa.

Why Goa Doesn’t Want Goans In Its Casinos

Government revenue from casinos in 2019 was £411 million. These gaming establishments operate entirely on licenses and permits granted by the government. This has prevented the situation from running amok and ensures a benefit to the exchequer. And while the government is very happy about it, people of Goa, not so much.

In 2013, there was a lot of uproar among the local population for the ban on casinos. This followed the news coverage of several real-life stories of gambling addiction destroying families and businesses and leaving people worst off. After quite a long history of promising bans to voters, the government finally announced in January 2020 that casinos should not be for local Goans.

However, this is still unclear, for example what determines who is local and who is not? In a state where magnificent posters celebrating roulette and blackjack, and all kinds of fun and festivity that seem to take place inside the casino, grab your attention and give you all the green signals, right from the moment you check out of the airport and all the way your trip. to the hotel it is quite surprising how hostile this lifestyle is to the local population.

One of Goa’s star signs, throngs of people throng the casino entrance along the Panjim corridor. It is difficult to ignore the enormous potential that the industry has to influence state policy and governance in their favor, and perhaps this is the reason for the mistrust between them and the public.

Let’s not forget that the casino picture is more often than not murky with layers of human trafficking, prostitution and drug use covering it. But at the same time, it has also been invaluable to the economy of our state which is almost mostly based on tourists, how it has strengthened various auxiliary institutions such as the hotel industry, transport, tourism and so on; as it is one of only three places where such activities are legal, this is sometimes even the sole purpose of a trip to our shores.

Even in the midst of all these developments, it is interesting to note that according to a study conducted by the NGO Sangath, only 1.1% of male adults had used a casino once, while 39.5% played matka, the popular street game of Konkan- the region. A whopping 67.8% of people bought lottery tickets, an ingrained cultural practice dating back to the colonial days of the Provedoria da Asistencia Publica lottery, which was created to raise money for social services.

In an irony characteristic of Indian law, the lottery is completely game over
