It is one of three jurisdictions in India that allow legal casinos to operate and a region that allows live gaming, albeit with restrictions.

Casinos market themselves as entertainment – offering unlimited food, alcohol, live entertainment and games – all on one ship – with an entrance fee of around $40. This helps them attract more people who would otherwise be wary of visiting.
“We approach the market, not the high rollers,” said Jaydev Mody, president of Delta Corp, which operates two overseas casinos.
A player spends an average of $200-300 on gambling, roulette and blackjack are the most popular games – and 20% of visitors are serious gamblers who come here just to play like Senthil from Bangalore.
He says, “I used to go to Macau twice a year, but now I come here once every two months.”

Casino visitors have grown by 30% annually – and casinos are now the largest revenue generator in Goa. It is estimated that the industry contributes more than 30 million dollars a year to the government budget in the form of taxes and fees.
The licenses of these four offshore casinos will expire next year on March 31, and there is pressure on the government not to renew them – until they move out of the Mandovi River and into the sea, away from the city.
Political parties and non-governmental organizations say that casinos have a negative influence and make many people addicted to gambling.
“It is an evil that affects the Goan community. A lot of Goan youths love this culture, it destroys their lives and destroys their families,” said Luizinho Faleiro, the local leader of the main opposition party, the Indian National Congress, earlier this year.

Ironically, the campaign to close these casinos was started by the Bhartiya Janta Party, now ruling the state, when it was in opposition. There is also a proposal to ban local residents from entering casinos.
Senior government officials say any move to ban local residents from casinos is unlikely.
“Any such move would be unconstitutional and counterproductive,” said William Britto, owner of Chances Casino and Resorts.
Officials are currently looking for another place where the ships can be moved after their licenses expire. But as of late, casinos are expected to receive an extension.

In all this vision, the industry is also worried about future growth. As the number of visitors increases every year, overseas casinos are worried that they will need more capacity to meet the growing demand.
Adding more ships won’t help, they say, but if they were allowed to play live in the world, that would help expand the market.
“We can build a destination like Singapore or Macau. Build resorts and casinos and fill them up,” said Mr Mody.
The current situation has left the local government in a dilemma – it is difficult to publicly recognize the important contribution that casinos make to the treasury and, on the other hand, you cannot create unfriendly policies that harm casinos.

For now, the industry is hoping that dissent will die down in the future, paving the way for its expansion. And given that there is a serious lack of places in the country where people can gamble legally, Goa can be a successful bet for investors.
