Casino In Cambodia – Cambodia is pushing forward with new laws to attract foreign investors to its vibrant casino and gaming industry, promoting the kingdom as a major gaming hub in South East Asia.
The proposed legislation, which is expected to be passed after this year’s general elections, has been three years in the making and would overhaul an industry that currently generates nearly $50 million in tax revenue for the government.

Cambodia’s casino industry, with its “Wild West” feel, has grown rapidly since the late 1990s, with 65 licensed casinos and an area dominated by the Hong Kong-listed Naga World Hotel and Entertainment Complex in Phnom Penh.
Ben Rachel, executive director of Sydney-listed Donaco International, says there is significant demand in the potential growth of the gaming industry across South East Asia.
“Overall there’s not a lot of demand in the region. If you look at the number of tables compared to somewhere like the USA, the number of gaming tables is actually very low – that’s why there are so many illegal tournaments going on,” Rachel said.
Cambodia has benefited from restrictions or outright bans on legal casinos – such as in Thailand – or where local gamblers are prevented from entering existing casinos.

Outside of Phnom Penh, where Naga World has a monopoly, other major clusters of casinos are near Thailand, in the port of Sihanoukville and in the border town of Poipet, which borders Vietnam to the east.
But the decision by Vietnamese authorities to allow local gamblers to use Vietnam-based casinos was seen as a threat to casinos located near Vietnam’s border.
A major driving force in the growth of the casino business is usually operators, known as VIP junket agents. The operator’s role is to act as a facilitator, guaranteeing revenue, offering free accommodation, travel and other benefits to gamblers.
And the influence of such VIP junket operators is significant. Cambodia’s premier casino, NagaWorld, recently reported an increase in VIP rolling turnover to $21.1 billion for 2017, from $8.71 billion a year ago, according to Naga Corp’s financial results released to the Hong Kong stock exchange on Feb. 28.

NagaWorld’s revenue stood at $625.33 million in 2017 as against $225.66 million in the previous year. Its net profit rose 39 percent to $255.2 million.
The boom in the Cambodian market also came from the easing of visa regulations for Chinese visitors. In 2017, arrivals from China rose more than 40 percent to 1.2 million, overtaking Vietnam to become Cambodia’s largest source of tourists.
“The government has said they want China to be one of their top three – if not number one – sources of tourism in the future,” said Donaco’s Rachel.
In comments emailed to VOA, officials from Macau-based VIP junket operator Suncity Group said; “Chinese gamers will definitely be the main course for the VIP market in Cambodia.”

Cambodia also offers Chinese gamblers an alternative to Macau, where the number of VIP junkets has dwindled in recent years in the wake of President Xi Jinping’s crackdown on corruption.
Poipet, Cambodia’s main border crossing with Thailand, is located between Siem Reap and Battambang. The Cambodian government is trying to develop the Pipet region as an industrial zone.
Rachel from Donako, whose company oversees the Star Vegas casino in Poipet, says most of the customers are from Thailand, but there are also foreign gamblers living in Indonesia, Malaysia and Thailand.
“It’s growing really fast and because of the casino industry there, you can cross the border [from Thailand] and you don’t have to change currency. The whole city runs on Thai baht – it’s like a little piece of Thailand on Cambodian soil,” he said.

But some operators are also cautious. Macau-based gaming investor Amax International, linked to Cambodia, said the VIP market in particular could be volatile.
The gaming business is vulnerable to economic downturns, uncertainty and factors affecting tourism. Amax added that countries like China “may impose or adjust government restrictions on their ability to convert currency or export currency.” East Asia’s premier gambling hub.
