Banning residents from casinos is not possible, according to senior government officials.
“Any such action would be unconstitutional and would not work,” said William Britto, manager of Chances Casino and Hotel.
The officials are now investigating another location to which the boats can be transferred after their license has expired. But like the last few times, the casinos are hoping for an increase.

With all these obstacles, the industry is also concerned about future growth. With the number of players increasing every year, foreign casinos fear they will need more capacity to meet demand.
Adding more ships won’t help, they say, but allowing them to host live games on land would help expand the market.
“We can create a destination like Singapore or Macau. Build hotels and casinos and fill them up,” said Mr. Mody.
The current situation puts the government in a dilemma – it is difficult to publicly acknowledge the huge contribution of casinos to the treasury and on the other hand it is not possible to take friendly measures that harm casinos.
